Background

  1. President of the Republic of Indonesia, Dr. H. Susilo Bambang Yudhoyono, is scheduled to launch the Bali Democracy Forum on 10 December 2008 in an inaugural session of the Forum-to be attended by leaders, ministers and prominent figures from countries in the Asian region. The general theme of the inaugural session is "Building and Consolidating Democracy: A Strategic Agenda for Asia."
  2. The Bali Democracy Forum, aiming at promoting regional and international cooperation in the field of democracy, is an inter-governmental forum that is inclusive and open to countries of democracy and those aspiring to be more democratic. It is a platform for the participating countries to exchange ideas and knowledge, and share experience and best practices.
  3. The Bali Democracy Forum is an annual high-level event for foreign ministers, other relevant ministers and prominent figures to address democratic issues of common concerns as well as to set an annual agenda of priority areas for cooperation in the field of democracy and political development. In between annual events, there will be regular technical activities in the forms of workshop, training, seminar, research and studies, and publication.
  4. To ensure sustainability and organize the regular technical activities of the Forum, the Government of Indonesia has established the �Institute for Peace and Democracy�. President Susilo Bambang Yudhoyono, who will act in his personal capacity as a patron of the Institute, is also scheduled to inaugurate the Institute for Peace and Democracy on the afternoon of 10 December 2008 at the Bukit Jimbaran Campus of the University of Udayana.
  5. A Memorandum of Understanding between the Department of Foreign Affairs and the University of Udayana on the establishment of the Institute for Peace and Democracy has been signed by Dr. N. Hassan Wirajuda, Minister for Foreign Affairs of the Republic of Indonesia, and Prof. Dr. I Made Bakta, Rector of the University of Udayana, on 10 November 2008. Although the Department of Foreign Affairs and the University of Udayana will provide some funding, including in particular at the initial stage, the Institute is designed to have independency in its own funding including through establishing an endowment fund and various international cooperation and assistance. Both the funding and activities of the Institute shall be done in accordance with the positive law and relevant regulations of the Republic of Indonesia�ensuring transparency and accountability.
  6. The Institute for Peace and Democracy shall be run by professionals with academic integrity and wide international networks. The Institute shall attract the best intellectuals from Indonesia and other countries and, at the same time, develop the capacity of the University of Udayana. The Institute shall strive to become a center of knowledge and excellence in the field of democracy and peace studies.
  7. The Institute for Peace and Democracy shall carry out, the following activities:
    1. Intellectual Exchanges: The Institute shall invite government officials, academics, civil society activists and practitioners from participating countries to engage each other in various seminars, workshops, and conferences. It shall also commission policy-relevant studies by resident researchers or visiting scholars.
    2. Training for Practitioners: The Institute shall organize training programmes for, inter-alia, election workers, members of political parties, parliamentarians, media professionals, and development planners, focusing on capacity development, learning of new skills and techniques on respective areas, and sharing of experiences.
    3. Joint Missions: The Institute shall organize joint missions that include experts and government officials from the Bali Democracy Forum participating countries in conducting policy-oriented research, field studies and comparative studies as well as providing consultation services and technical assistance as needed and upon request by governments of the participating countries.
    4. Maintenance of Collections and Publishing of Works: The Institute shall maintain a collection of books, journals, studies, reports and documents in prints and electronic forms, relevant to the Bali Democracy Forum and studies in the field of peace, democracy, and political development, to be used by resident or visiting researchers of the Institute, the academic community of the University of Udayana and other universities, and the general public. It shall also communicate its works through various publications, i.e. books, journals, proceedings, and newsletters, in print and electronically.
    5. Network Building: The Institute shall participate in the existing networks among universities, research institutions, and other institutions engaging in similar issues or issues of relevance to the Bali Democracy Forum and the Institute�s areas of interests. It shall also establish its own network by forming �partners of the Institute� and creating synergy with the existing networks.
    6. Capacity Building for the University of Udayana: The Institute shall reside at the Bukit Jimbaran Campus of the University of Udayana. It shall contribute to the academic life in the University by assisting in the establishment of the International Relations and Political Science departments in the University. Resident and visiting scholars are also requested to become guest lecturers in the University programmes. The Institute shall also function as a laboratory for students and lecturers of the University.

Organizational Structure

  1. The annual Bali Democracy Forum shall provide guidance and priority areas for the regular activities of the Institute for Peace and Democracy.
  2. To ensure transparency and accountability as well as independency in activities and funding of the Institute, the Department of Foreign Affairs and the University of Udayana shall establish a foundation (to be named �Yayasan untuk Perdamaian dan Demokrasi�) in accordance with the relevant law and regulations of the Republic of Indonesia. Principles, modalities and processes of the Institute shall be included in detail in the charter of the foundation.
  3. A prominent group of patrons and a board of governors shall examine and approve annual programme of work of the Institute as well as ensure the efficacy of its implementation. Patrons and members of the board of governors of the Institute shall act in their personal capacity.
  4. A team of professionals, lead by an executive director, shall manage the day-to-day activities of the Institute.

Executive Director:

  • runs the daily operation of the Institute and holds the overall responsibility of the conduct of its activities,
  • has the authority to recruit and develop staff to ensure effective implementation of the Institute�s activities,
  • reports and is accountable to the Board of Governors.

Director of Studies:

  • is responsible for drafting, planning and executing the research and study programme and scholarly activities of the Institute,
  • assures the quality of research products as well as the timeliness of their delivery, deals with the maintenance of knowledge sources of the Institute, i.e. physical or virtual library,
  • is responsible for the publications of academic products in the forms of reports, proceedings, and books in both prints and electronic forms,
  • reports to the Executive Director.

Director of Programmes:

  • manages non-research components of the Institute�s activities, i.e. trainings, seminars, dialogues, workshops and conferences, and assures the quality and timeliness of those activities,
  • manages communication of the Institute, in relations with governments, partners and the general public,
  • manages the Institute�s administrative and financial affairs and ensures that the administrative and financial services are done in an efficient and transparent manner, and in full compliance with existing rules and regulations,
  • reports to the Executive Director.
